This report presents the findings of an independent evaluation of the Digital Literacy Training for Seniors programme, funded by the Office for Seniors and delivered by six providers across Aotearoa New Zealand.
The programme supported older people to build the skills, confidence and capability needed to participate safely and independently in an increasingly digital world.
The evaluation was commissioned by the Office for Seniors and undertaken by Dovetail Consulting drawing on information provided by independent collaborators. It assesses how effectively the programme achieved its intended outcomes and identifies lessons to inform future initiatives that support digital inclusion for older New Zealanders.
Drawing on interviews, group discussions and programme data, the evaluation examines participants' progress across digital skills, online safety, access to services, social connection and wellbeing. It found that participants gained confidence using digital devices, accessing online services, managing everyday tasks, staying safe online and communicating with family, friends and communities through digital platforms. Many participants reported greater independence, increased social connection and improvements in their overall quality of life as a result of the programme.
The report also explores the role of culturally responsive delivery approaches, highlighting how providers adapted training to meet the needs of Māori, Pacific and East Asian communities. It identifies key success factors, lessons learned and recommendations for future programme design, delivery and evaluation.

The findings are intended to support organisations, communities and decision-makers to build on what has been learned and apply these insights in their own work.
