Better Later Life Action Plan 2025-2028

The Better Later Life Action Plan sets out the Government's priorities and commitments to deliver the Better Later Life strategy.

The plan focuses on three priority areas: 

  1. Health and care services – helping people stay independent, connected and able to access services when they need them.

  2. Housing – ensuring older people have secure, warm, dry homes in the right place.

  3. Cost-of-living – supporting financial security and easing pressures for older people. 

Agency leads 

The Office for Seniors leads several actions under the Better Later Life Action Plan, working with government agencies to deliver better outcomes for older New Zealanders, including:   

  • Department of Internal Affairs (DIA) 

  • Health NZ (HNZ)  

  • Ministry of Business, Innovation and Employment (MBIE)  

  • Ministry of Health (MoH)  

  • Ministry of Housing and Urban Development (MHUD)  

  • Ministry of Social Development (MSD)  

  • Ministry of Transport (MOT

  • NZ Transport Agency (NZTA)  

  • Office for Seniors (OfS)

  • Reserve Bank of New Zealand (RBNZ)  

  • Retirement Commission (RC)
